DUTCH NOT AFFECTED. (Received noon.) WASHINGTON, July 30. The Under-Secretary of State, Mr. Sumner Welles, said to-day: "I hope a satisfactory understanding can be worked out to prevent trouble at Martinique/' Answering an inquiry as to what the United States would consider to be a change of sovereignty of European possessions justifying action under the Havana agreement, Mr. Welles said such a change was considered to have occurred when a free and independent Govj ernment lost its independence and came under duress.

Mr. Welles said Dutch possessions were not affected, because the Netherlands Government was operating freely in London.

He refused to express an opinion con cerning the French Governmeat.
