(Received 1.30 p.m.) LONDON, July 12. "The Times" Stockholm correspondent says Estonia, Latvia and Lithuania are rapidly aligning with the Soviet system. Parliamentary ejections this week-end offer only Communist and semi-Communist candidates. Numerous arrests continue, including ex-Ministers and high officials. M. Werkys, ex-Premier or Lithuania, was arrested at an aerodrome when going to Sweden.
