U.S.-Japanese Tension In Shanghai. SETTLE AS LOCAL INCIDENT. (Received 12.30 p.m.) WASHINGTON, July 0. Tlio Japanese Embassy spokesman, Jlr. Ken Tsurumi, said the Japanese had protested to the United States over tlio arrest of l(i armed Japanese plainclothes men by United States marines, who subsequently released them. It was lipped that an apology would be forthcoming, says a message from Shanghai. "There is no question as to the seriousness of tho case, which is regarded as a grave iusult to the Japaneso Army," lie said. "However, I do not believe that either tho Japaneso or American authorities will pursue such an unwise policy as to aggravate tho case until it affects the whole relationship between the two countries." Jlr. W. R. Peck, counsellor at the United States Embassy, is asking the Japanese to explain the reason why j two Japanese tanks crossed the marine
sector yesterday. He is also directing attention to the "discourtesy" in not (riving advance notice of Jlr. Nisliio's visit to the Park Hotel, and also to the discourtesy in recent cases of truckloads of Japaneso soldiers being transported through the marine sector. Tlio Japanese Ambassador to the United States, Jlr. Horinouchi, told the Press that he was of the opinion that the arrest of Japanese detectives by United States marines at Shanghai was a local incident and should be settled 011 that basis.
Jlr. Cordell Hull, Secretary of State, said he was confident' that American and Japaneso ofiicials at Shanghai could settle the incident.
