Herbert Hoover, in a speecli at the Republican Convention, urged |tho nation, firstly, to stay out of the | war unless the western hemisphere was attacked, and meanwhile to grant jtlie peoples fighting for freedom every aid short of war, and within international law; secondly, to construct j the most powerful Navy in United S.tates history. Many of Mr. Hoover's friends are hopeful that the speech will make him an outstanding contender for the Presidential nomination. \ The Republican resolutions committee unanimously approved a foreign policy ' platform defining the Republicans as champions of "peace, preparedness and Americanism," denouncing the Jsew Deal and foreign policies, putting the party on record as favouring aid to "oppressed peoples" within the limits of international law.
