GERMANY, RUMANIA, ITALY. LONDON, April 23. The head of the Economic section of the Nazi Foreign Office, Dr. Clodius, is going to Italy from Rumania after signing a protocol under which the exchange rate is unchanged for Rumanian exports of oil and wheat, says the Bucharest correspondent of "The Times." The quantities also are unchanged. Germany increases the prices of her exports by amounts varying from 30 to 100 per cent. The chief of the Rumanian Foreign Trade Department, M. Christu, has gone to Italy with an important trade mission. The Brussels newspaper "Etoile Beige" learns from Berlin that Siguor Mussolini is scheduled to arrive in Berlin on May 9.
