Significance Of Ministerial Changes. ME, CHURCHILL'S POSITION. (Becelved 1.30 i>.tn.) LONDON, April 4. "Mr. Churchill becomes, in effect, Britain's supreme Defence Minister, ,, , says the "Daily Mail." "This is the most significant development emerging from the Cabinet changes." "The Times," in a leading article, eays: "The Ministerial changes are not calculated, and perhaps Were not intended, to arouse great enthusiasm. 'It looks at first eight like a game of pußft»in-tht-Mffner» of which the main purposes seem to be to test the capacities of various Ministers for different kinds ef work, and give a partial respite to those showing signs of wear and tear, thus preparing for more serious Cabinet reconstruction." The "Daily Herald" says: "Mr. Chamberlain has again thrown away the chance of a full-scale * reconstruction, because of either a lack of imagination or a surfeit of complacency. The reshuffle resembles the Alice in Wonderland tea party, with the figures moving solemnly from one chair to another." The increase in Mr. Churchill's in* lluence is generally welcomed in Fiance. The German radio said Mr. Churchill has been elevated from the post of warmonger to that of supreme warmonger.
