SPANISH PACT STOPS LEAK. LONDON, March 20. The President of the Board of Trade, Sir Andrew Duncan, announced in the House of Commons that the trade agreement between Spain and Britain signed yesterday provides for a British loan of £2,000,000 to enable Spain to purchase goods in Britain." The agreement will also make available the amount, with a further £2,000,000 in the reserve fund under the 1936 payments agreement, in order to enable Spain to pay an immediate dividend of 50 per cent on outstandisg debts. The agreement results in stopping "a leak in the Allied blockade. Spain undertakes not to allow the re-export of certain imports.
