PROPOSED PACT. Finland, Sweden And Norway In Alliance. SOVIET RADIO BROADCAST. United Press Association. —Copyright. (Received 11 a.m.) LOXDOX, March 20. The Moscow radio announced that the conclusion of a defensive alliance between Finland, Sweden and Norway would be directly and absolutely incompatible to the Kusso-Finnish Treaty for Norway's polities are directed against the Soviet. The Swedish Foreign Minister, M. Gunther, said: "The Moscow statement is founded upon a misconception."* He envisaged that the Scandinavian Pact would be purely defensive. M. Tanner, Foreign Minister of Finland, said: "There must be some misunderstanding. The object of the proposed alliance is solely concerned with the neutrality of the countries concerned. Russia has no reason to regard the alliance in the manner the radio indicated. Professor Koht, Foreign Minister of Norway, said: "Moscow is wrong in believing that the Scandinavian negotiations have begun.
