WELLINGTON, Tuesday.
A further expression of the Dominion's appreciation of the services of those who took part in the River Plate action is indicated in an arrangement which has been xnafle betwee* the cable authorities and the New Zealand Government, which will enable each member of the complement of H.M.S. Achilles to send a free telegram'to hia relatives abroad. The Postmaster-General, the Hon. F. Jones/ said this privilege was similar to that accorded by the authorities in December, whet shortly after the action New Zealand officers and ratings on the JchiUeii and-their relatives in the Dominion hid the privilege of exchanging free personal messages.
