The United States Assistant Secretary of State, Mr. Sumner Welles, expects to see Hitler and Ribbentrop and survey the whole field of Ger-man-American relations, according to a message radioed by the United Press correspondent on the liner Rex, on which Mr. Welles is travelling'. It is understood that l«is recommendations may result in the re-e»tablish-inent of full diplomatic relations. The United States is at present liandicap|ted, as the Charge d'Affaires, Mr. Kirk, is unable to see Hitler, and has only limited contact with Ribbontrop. Mr. Welles will also ask German assurances of the projier distribution of over 1.000.000 dollars of Polish relief funds held up ill the United States, also 011 German threats tc» American shipping taken to Allied contraband control stations.
