WASHINGTON, January 11

Mr. Cordell llull, Secretary of State, defending the Trade Agreements Act before the House of Representatives Ways and Meaiw Committee, said the policy of reciprocal trading alone would forestall an economic breakdown, the spread of dictatorships and recurrent wars.

The world faced anarchy unless it was rebuilt economically by the methods that trade treaties provided. "All international law and morality has been brushed aside in a large part of the world," he declared.

The major part of the purchasing power of many nations was absorbed in war preparations; 80 per cent of the woi'hl Was living on or below the poverty line; and neutrals and belli* gerents were living on rations.
