Rumania Refuses To Bow To
Threats.

NEW YORK, December 25. It is authoritatively stated that Rumania has decided to refuse any possible Russian offer to negotiate for a change in the status of the Province of Bessarabia, says the Bucharest correspondent of the "New York Times." She is counting on German diplomacy to forestall by suasion a Russian threat of force before tlie situation becomes crucial. Responsible quarters in Rumania, however, are not counting on German aid in the event of a Russian attack. It is denied that there is a specific secret agreement between Germany and Rumania guaranteeing Rumania's frontiers with Hungary and Russia. Rumania believes she will receive aid from Greece, Turkey and Yugoslavia if she is embroiled in war with the Soviet, but is not certain of Italian help.
