LABOUR'S SETTLEMENT TERMS. LONDON, November 8. The leader of the Parliamentary Labour party, Mr. C. R. Attlee, formallv outlined Labour's peace aims in a speech to Labour members of the House of Commons. He said they were as follows:—An undictated peace; recognition of tfte right of all nations, of whatever colour or creed, to develop their own teristic civilisation; the outlawing of war; protection of the righ ts ° minorities by an international body with politico-economic authontj over individual States; the abandonment of imperialism; and, possibly, an exten •ion of the mandate system.
