HELSINGFORS, November 7.

The Cabinet has formulated final instructions to the Finnish delegation to Moscow.

The Russo-Finnish talks have taken a more favourable turn, but the date of the next meeting has not been fixed. Evacuees from Helsingfors are returning and the schools are reopening.

The Minister of Finance, M. Tanner, who is with the delegation in Moscow, communicated at length by telephone with the Finnish Government. It is reported that he stated a new basis had been discovered for continuation of the talks.
