DISTRICT COUNCIL SCHEME.

WELLINGTON, Tuesday
On the recommendation of the National Council of Primary Production the Miniater of Agriculture, the Hon. W. Lee Martin, has decided to establish district councils to assist in the promotion of increased production with a view to carrying out the policy recommended by the National Council.
"It is felt that full advantage should be taken of offers which have been made so apontaneouely by all sections of the farming community to assist the Government in fulfilling its obligations to the United Kin gdom by maintaining, ami, where necessary, our supplies of foodstuffs and other primary products for the British market," said the Minister. "I have accordingly decided to establish district councils comi>osed of representatives of farmers' and workers' organisations in the chief farming centres and have arranged that meetings be convened by officers of the Department of Agriculture with a view to setting up these councils. Among the organisations from which members will be drawn are the Farmers' Union, Sheep Owners' Federation, the New Zealand Workers' Union, agricultural and pastoral associations, voun« farmers' clubs and local producers' organisations.
"The chief functions of the district councils will bo broadly to implement the plans and recommendations of the I National Council of Primary Production,, to advise the National Council on local developments and requirements of farm production, farm labour and farm requisites and supplies and to deal with such problems as the supply of farm labour and personnel. I feel confident the appointment of district councils is a step in the right direction. The Government will l>e able to secure the fullest co-operation of farmers and workers in fulfilling the important task of maintaining adequate production, which is so vital in war time."
