New And Broader Peace Appeals. CAMPAIGN AGAINST SPIES. (Received 2.30 p.m.) NEW \ ORK, September 1. In spite of the fact that HenHitler ignored his two previous messages, it is believed in Washington, according to the United Press of America, that President Roosevelt will make a new and broader peace appeal if he is convinced that negotiations have broken down. It is expected to include Britain and France as well 'as Germany and Poland this time. There is also considerable talk that the President may reconvene Congress to discuss the repeal of the arms embargo. The President has stated that this step is likely when war appears certain. Developments to-day include the strengthening of the Panma Canal defences. The Attorney-General, Mr. Frank Murphy, announced a campaign against foreign spies. The Federal Bureau of Investigation is establishing offices in Manila, Puerto Rico, Hawaii and Alaska. "There will be 110 repetition of the 1917 situation," said Mr. Murphy. "The Government already has a grip on the spy system." The Securities Exchange Commission ie\ealed that it is investigating the proposed 70,000,000 dollars Nazi bond issue in tlie United States to determine whether it should be stopped. The War Department has disclosed that it is co-operating with the Census Bureau concerning a plan for the mobilisation of manpower and industry in the event of the United States beinff involved in war. It is learned that Mr. Roosevelt will not take immediate action by applvini* the Neutrality Act or summoning Congress. The Navy Department has formally notified all United States warships and personnel all over the world that Germany has invaded Poland and advising the Navy to conduct itself under international law as a neutral.
