CHANGE IN JAPAN. Reported Changed Attitude To Britain And U.S.A. FIGHT COMMUNISM. Ualted Press Association.—Copyright. (Receiver! 2.30 p.m.) TOKYO, August 30. It is announced that General Nobuyuki Abe has completed the formation of a new Cabinet with himself as Prime Minister and Foreign Minister; General Shunroku Hata as War Minister; and ViceAdmiral Ycngo Yoshida, as Minister of the Navy. Other Ministers arc:— Commerce and Industry.—Vice-Admiral Takuo Godo. Home Affairs and Welfare.—Mr. Naoahi Ohara. Financc.—Mr. Seiichi Aoki. Justice.—Mr. Miyagi. Education.—Mr. Kakichi Kawarada. Communications and Railways.—Mr. Ryutaro Nagai. Overseas Affairs.—Mr. Tsuneo Karemitsu. Chief Secretary.—Mr. Ryusaku Endo. General Abe, in a broadcast to t!r.' nation, said that in view of the delicacy of the international situation, the Government was establishing an independent diplomacy and was taking measures at home and abroad, with the China incident as a focal point. He appealed for national co-operation. Everything indicates a rapid campaign by the new Government to win British and American confidence, says the Independent Cable Service. An officiallysponsored broadcast was made to the United States yesterday, while all American residents in Japan are receiving personal letters of goodwill, signed by member* of the Diet, asking America to help in the "fight against Communism, which threatens all religion." JAPAN'S PLANS. TRADE IN PACIFIC. (Received 2 p.m.) TOKYO, August 30. "The Ministry of Communications is planning to establish a subsidised shipping line connecting Japan and the principal islands of Oceania and New Zealand in order to promote trade between the Pacific islands with Japan. If the subsidy is approved, two lines now operating to New Zealand will be ordered to engage in the service. TO BE HANDED OVER. FATE OF FOUR CHINESE. (Received 2.30 p.m.) TIENTSIN, August 30. It is officially stated that the four Chinese prisoners, for whom a writ of habeas corpus was recently refused in London, will be handed over to Japan to-morrow under instructions from London.
