Russia's Hesitancy Cause Of
Hitler's Delay.

PARIS, August 30. The French Ambassador to Russia M Naggiar, has arrived from Moscow. He is reporting to M. Daladier to-day. France sees in the fact that Russia has not ratified the German Pact the reason for Herr Hitler's delaying tactics. It is also believed the reactions in Burgos and Tokyo have held up Germany's 'blow against Poland.
The Press contains no new comment, but unitedly affirms that peace by blackmail would be intolerable at this stage. Large white spaces in various newspapers where the type has been removed at the last minute provide the first evidence of the operation of a strict censorship of the French newspapers.
The military authorities have assumed control of all radio stations, from which a single national news bulletin will be issued. Three private stations have decided to close down
