LONDON, August 23.
Implementing the Cabinet's decision of last night, sections of the R.A.F. Territorial Reserve were called up thia morning. It is believed that various Army reserves will be called up during the day, although the calling up in no way amounts to general mobilisation.
The Homo Office has instructed local authorities to take the necessary steps to ensure that street lighting is extinguishable at any time necessary. The Ulster Government has urgently appealed to local bodies to perfect their air raid precautions organisation in view of the international situation. M. Daladier, Prime Minister, issued a communique, after the emergency meeting of the National Defence Council, that Francc is calling up the supplementary contingent reservists to the colours to complete the measures already taken. It is understood it is a prelude to partial mobilisation. France sent thousands of reservists to the frontiers last night. The Government is anxiously awaiting the report of M. Naggiar, Ambassador to Moscow, upon which will depend the decision whether to break off the Moscow talks. The French Press, while acknowledging that the Russo-German pact is a tremendous setback, considers the real import remains to be seen.
