(Received 10 a.m.) BURGOS, August 4.

General Franco lias issued a decree that the Phalange will be Spain's only political party, absorbing the Monarchists, with himself as nominal head and delegating his powers to an unnamed leader responsible to him. The decree establishes a political junta of ten members appointed by General Franco, which with delegates representing foreign affairs, education, the Press, and women's and youth sections, will meet month!v.
