I ATTEMPT TO FORM FAILS. ! (Received 12.30 p.m.) i AMSTERDAM, July 13. Dr. D. A. P. N. Koolen, the member of the Roman Catholic party, whom Queen Wilhelmina asked to form a Cabinet, declared that he is unable to comply. The Queen invited Dr. Colijn ' to make another attempt.
