DECREE ISSUED. President Suspends EightHour Work Day. COMPLETION AT EARLIEST. United Press Association.—Copyright. (Received p.m.) WASHINGTON", July 1.3. President Roosevelt lias issued a decree that the establishment of naval aviation bases at Palmyra, Johnson and Midway Islands, in the Pacific, and Kodiak and Sitka, in Alaska, must be completed at the earliest possible date. The eight-hour work day, therefore, will he suspended on these operations, which is otherwise required by law on all < niver,mien' contract construction.
