REFUGEES.
It is good to learn from the Hon. Mark | Fagan that the Government has a system I to cover the admission of refugees into ! New Zealand. P;ist evidences led to the ' assumption that influence, chance nml luck had more to do with admission than other factors, but this is categorically denied by Mr. Fagan. The denial and explanation i would have been more useful .if made j months ago; they might have saved many j of those applying , on behalf of their friends i much useless effort in cases where admission | may be regarded as hopeless. An open door ! is, of course impossible; it would probably I increase unemployment difficulties to an extent beyond the capacity of the Dominion ! to cope with, but on the other hand tho '> problems involved call for sympathetic as | well as for realist consideration. One would gather from Mr. F.-tgnn's remarks that the only class of migrant considered the factory hand or factory owner. There must surely be other classes worthy of , consideration, and if the Government had a considered policy of immigration it might ,1 be able to do something for such classes as I artisans, land workers or domestic servants. 1
