MOTOR SUMMONSES. New Traffic Regulations In Victoria. SPECIAL COURT PLAN. United Press Association.—Copyright. (Received 10.30 a.m.) MELBOLRXK, this day. A special Metropolitan Traffic Court and a system of issuing summonses on the spot are likely to be established soon. The proposal is part of a plan being devised in an effort to reduce the growing toll of road accidents following the Premier's warning that early action would be taken to bring reckless drivers to their senses.

Summonses on the spot will, by relieving the police of duties connected with serving traffic summonses, be equivalent to doubling the present strength of the traffic branch. Each constable on traffic duty will be provided with a book of summons forms in duplicate, one of which will be handed to the* offender.

It is proposed that the Traffic Court should sit 011 six days a week. Motorists acknowledging offences may detach a portion of the summons and forward it to a magistrate, who. will accept it as a plea of guilty. Police Commissioner Duncan, who attended Cabinet yesterday when the plan was discussed, said that 11,000 convictions for traffic offences had been obtained last vear.
