Upon all lands and buildings to which water is supplied by meter for ordinary .supply, a rate equivalent to 1/9 (one shilling and ninepenee) per thousand gallons used, but such rate to be not less than £1 8/ per annum, such minimum rate of £1 S/ to be paid in advance and the balance of such rate at the time the meter i* read, to the Collector appointed by the Council ill the Council Chambers, Valley Road.
