JAPAN'S DECISION.
Will Not Risk Embroilment With Anti-Axis Powers.
NAVY AND ARMY AGREE
(Received 1.30 p.m.) LONDON, May 21. "The Times" Tokyo correspondent says a communique issued after a meeting of the Inner Cabinet announces that the Government unanimously decided, after agreement by Admiral Yonai and General Itagaki, for the Navy and Army respectively, in which the Navy took the initiative, not to countenance' European agreements threatening embroilment with Britain, Russia and America.
A well-organised minority vainly pressed for conversion of the loose antiComintern Pact into a definite understanding.
Baron Hiranuma, Prime Minister, stated that since modern wars jeopardised humanity Japan must introduce moral diplomacy all over the world, check aggressors, join nations sharing her ideals and support peace on the ba-is of reform of the status quo.
This seems to be the Prime Minister's answer to contentions that a Japanese alliance with Germany and Italy would cut short success in China.
