The Undersecretary for Italian Africa. Oeneral Temizzi, told the Chamber of Fascists that Italy materially and morally controlled Ethiopia, although small bands of hostile tribesmen were still operating in the provinces of Asmara and Shoa as the result of foreign assistance and propaganda.
Normal economy would be impossible until the Suez Canal » dues were reduced and fewer natives were required in road-making and other public works.
