GERMAN COLONIES.
BRITISH GENERAL'S VIEW.
" INEVITABLE DUTY." i (Special—By Air Mail.) LONDON, February 11. Major-General J. F. C. Fuller, famous British soldier and author, is reported this week as supporting the German claim for the return of colonies. A German newspaper quotes him as having said:— "In 1919 it was possible for the Allies to declare: 'We keep the colonies which we are taking from Germany.' But we were afraid of doing it and therefore we invented the mandatory system. It is the inevitable duty of the mandatory Powers to return tne colonies, because in the long run right must remain right. Moral principles speak in favour ot ' Germany and in favour of return of the colonies." On the subject of democracy, the major-general is reported as saying: "A hundred years ago democracy was a useful government system. Tne danger now lies in the fact that capital ia employed internationally and against the well-being of the masses."
