WASHINGTON, February 13

Broadcasting to the world, the Secretary of State, Mr. Cordell Hull, inferentially rejected the proposals that President Roosevelt should call an international disarmament conference. "It is our sacred duty to strengthen our armed forces when the spectre of a major war haunts the world," said Mr. Hull.

The speaker emphasised that the basic causes underlying war are chiefly economic, and must be wiped out before there can be a realistic solution to* the problem. He stressed the complexity of modern warfare and the possibility that any nation might be drawn into a conflict against its will.

"Any Government worthy of the name would be derelict in its duty if it failed to provide proper defences, which must go hand in hand with unflagging efforts to prevent war by eliminating the causes of conflict," Mr. Hull concluded. .
