U.S. To Fortify Guam Island?
WASHINGTON, January 20. In spite" of President Roosevelt's disclaimer that he had approved the proposed 5,000,000-dollar expenditure on the fortification of the Guam naval bases, the measure was introduced in Congress to-day, avowedly "with the Administration's approval."
A White House spokesman asserted that the decision to fortify Guam cannot be guided by the advice of admirals, and the question is primarily political and could best be approached through negotiations with Japan.
