HAPLESS JEW REFUGEES (Received 2 p.m.) LONDON, November 24. "The Times" Hague correspondent states that dreadful scenes are reported at Zevenaar, on the Dutch-German frontier, where gendarmes turned back many refugees, including fugitives from a concentration camp. Several attempted suicide.

CAPITAL LEVY ON JEWS

BERLIN, November 24

The 20 per cent capital levy on Jewish property will be payable in four instalments, by which the £83,000,000 fine imposed for the murder of Dr. von Rath will be collected. Foreign Jews and others with property below £400 are exempt.
