GIVEN HIGH POSITION. Independent Cable Service. (Received 11.30 a.m.) BERLIN, November 23. An official news agency states that Captain Udo von Bonin "has been appointed naval attache for the Baltic States and Finland. Captain von Bonin is mentioned in the United States spy trial as one of the leading espionage chiefs of the War Ministry.
