"Britain attache* great importance. ho«e\er, to a derision being reached at an early date. Therefore, if the London ilisrusMons should not produce agreement within a reasonable period of time liritnin will take its own decision in the light of its examination of the problem and discussions in Ixindon, and announce the policy which it proposes to pursue. In considering and settling its policy Utitain will keep constantly in mind i lie international character of the manHate with which it has been entrusted, and its obligations in that respect."
Ihe Wooilhead report comprises o\er IIH» pape« illustrated by a number of larffp-scalp maps and con-ist in;» of a main report and notes mi certain re«er vat ions by Sir Ali.ion l!n--ell and Mr. I! ei11 on the -uuye-ted paitition plan* put forward in the main report in dirharae of the eoui 111 i s-ioii 's terms of I eferenee nnd in order not to end vvilli n purely lom lu-ioii - together with a do/en a piicndiccs. Various Plans Discusscd. The plans di->eti«»ed in the leport are the scheme of the I'oxal Com ill is-ion nnd t\*o other schemes. ealled plans I! and (One member prefers plan 15. "liile Ino other*. ineluilin;; the ehairman. consider plan (' the be-t -Hieiup of partition which. under the terms of reference, rail be de\i-ed. A fourth member, although ayroeinir that plan (' is the best de\i-able under Ihp terms of rpferenee. regards both it and B a* impracticable. Tho report points out that, under either plan, while the Budget of the Jewish State is likely to show a substantial -urplus the Budgets of the Arab Mate, irieliifl i n>f 'Ira n-joi da n and of the mandated territories, are likelv to -how ► übstuntial deficits. I'he com ni issioii rejects as impracticable* the Royal (omiiii--iou recommcn flat ion for a. direct Mtbv ent ion from the Jewish Statu to the Arab State. Thc\ think on economic grounds that a Custom* union between the States and the mandated territories is essential, and they examine tin; possibility of (illrli lllt a solution for the financial and economic problems of partition by menus ot a "'heme tias«d iu>oii such union. They considered tliar any audi scheme would bp inconsistent with the grant ot fiscal independence to the Arab and • Jewish States and their coiiclil-ioii iiliat. on n strict interpretation of their terms of reference, they have no alter native but to report that they arc unable to recoin incml boundaries for the propo-eil ureas which will alJ'ord a leasonable prospect of the eventual establishment of self supporting Arab and Jewish States. Another announcement on Palestine was marie at question time in the House of Common*. The Colonial Secretary. Mr. Malcolm Mac Donald, stated that the disturbed conditions in Palestine during •lie last year have caused both a serious -hrinkarre in revenue, and heavy and increasing expenditure on public security. If. had become clear that the Palestine ' >ov ernme.nt was unable to meet these unavoidable liabilities from the resources of the depleted civil Budget.. Certain measures for financial relief were, therefore. necessary, nnd proposals will be laid before Parliament in due course in the form of Supplementary Estimates.
