REBEL WARSHIPS SHEER OFF. (Received 12.30 p.m.) j GIBRALTAR, September 4. Immediately rebel warships entered tritish territorial waters near where the joyalist destroyer Jose Luis Diez ie under repairs the British destroyer Isis signalled an alarm and the intruders departed. . The battlecruiser Hood, three destroyers and one submarine have gone to Gibraltar. It is understood that it was thought desirable in view of the incident that there should be a flagofficer in the vicinity. FRANCO'S REFUSAL. DEATH PENALTY SUSPENSION. (Received 1.30 p.m.) BURGOS, September 4. General Franco does not intend to suspend the death sentences on Loyalist prisoners. WITHDRAWAL PLAN. BRITISH ENVOY FOR SPAIN. British Official Wireless. RUGBY, September 4. Among various suggestions which are under discussion for overcoming the difficulties raised by General Franco's reply to ' the Non-intervention Committee's plan for the withdrawal of non-Spanish combatants from Spain, one that is receiving attention is that Mr. Francis Hemming, secretary to the board of the Non-intervention Committee, should go to both sides in Spain and endeavour to explain personally the details of the plan. It is suggested that such * visit might help to remove misunderstandings.
