International Federation of Trade Unions. FIGHT AGAINST DICTATORS. (Received 10 a.m.) OSLO, May 20. The General Council of the International Federation of Trade Unions decided not to admit Russian unions on the ground that affiliation would be inconsistent with democracy. Dissentients were representatives from France, Spain and Mexico. The proposal of the United States and other delegates to te-«iinate negotiations with Russia, was carried by 14 votes fo 7, the United States representative asking, "How could we fight dictatorships if we go arm in arm with Stalin."
