APPOINTMENTS SYSTEM.

DISSASITFACTION EXPRESSED. (By Telegraph.—Press Association.) WELLINGTON, Tuesday. Dissatisfaction with the system by which the principal adminstrative offices in the Education Department are filled, was expressed by representatives of the New Zealand Secondary Schools' Principals' Association, in giving- evidence on the Education Amendment Bill to the Education Committee of the House of Representatives to-day.

The association suggested an alteration in the administration of the Education Department by the institution of an executive council consisting of: (a) The Minister of Education as president, (b) . the 1 Director of Education selected from an open field Candida test within the British , Empire, (c) an assistant director, similarly selected for administration of primary schools, (d) another assistant director; similarly selected for adminstration of ..the post primary schools, (e) a secretary of education similarly selected, with special knowledge of education of the finance of school buildings and grounds, (f) an additional officer whose special province would be in connection with intermediate schools. The association believed that teachers' tjfuning colleges should lie attached to university colleges, but that -their control should be largely- in the hands of a central department of education.

The view that the* geographical situation of Palmerston North was so ideal that the creation of aii education board, in that district was extremely desirable, was expressed by the secretary of the Palmerston North High School Board of governors, *Nlr. L. I. Plimmer.

Mr. Plimmer also submitted that the successful functioning of the high school's board merited its retention as the post-primary governing body in Palmerston North. "In view of the pride our city has taken in its education amenities, perhaps we will be excused if we say we resent control and the future development of ducation in Palmerston North being entrusted to a sister city," said Mr. Plimmer.
