Trend of United States Trade Treaties. ISOLATIONIST POLICY. (Received 1 p.m.) NEW YORK, March 20. The ''New Y'ork Times," in an editorial comment on the speech made by the United States Ambassador in London. Mr. J. P. Kennedy, reviews the trade treaties and tripartite currency agreement made by the Secretary of State, Mr. Cordell Hull, and states that American opinion may not be ready to think in terms of a quarantine against aggressor nations, but at least the United States can help to reward the nations which preserve peace. I The newspaper points out that none! of the 17 reciprocal trade agreements I had been made with a totalitarian nation. It also urges the repeal of the Johnson Neutrality Acts. It is explained that France and Britain are not permitted to borrow! from the American financial markets,! while the German and Japanese dictatorships are free to borrow with no restrictions. Under the Neutrality Acts, it is held, violators and upholders of international law are indiscriminately penalised. Coincidentally the Washington correspondent of the "New York Times"' reports that a bipartisan move has begun to repeal neutrality and to permit a reversal in foreign* policy, including the complete abandonment of the isolationist viewpoint.
