TRADE AGREEMENT.
CANADA AND THE U.S. UNEMPLOYMENT INSURANCE. OTTAWA (Canada). As the third session of Canada's eighteenth Parliament opened it was the prediction that proceedings would be lengthy, probably running to June or July. Last year's session, was unusually brief, the Coronation cutting it off in late April.
The Speech from the Throne announced that it was hoped a new trade agreement with the United States would be completed for submission to Parliament at this session, on a broader and more compreheneive basis than the present agreement.
"The Government is convinced," eaid the epeech, "that in seeking to cooperate with the United Kingdom and other countries in efforts to promote international trade it is pursuing one of the most effective means of ensuring economic security and progress in Canada and the betterment of conditions in other parts of the world."
The Government is prepared to launch a measure for unemployment insurance, but the unanimous approval of the nine provinces ie necessary because an amendment of the British North America Act by the British House is required. Two or three provinces so far have not ■given approval, and immediate developments in the situation are uncertain.
