The "Daily Telegraph" New Delhi correspondent says that such peace as is possible in a country where there is no regular administration and every man carries his own rifle, has returned to Waziristan.

Troops who went to quell disturbances worked up against the Government by the Fakir of Ipi are gradually being drafted from the country, but during the. recent peace talks the Fakir began a rumour that the Government was withdrawing from Waziristan.

It is therefore important to avoid withdrawing troops in such manner as to encourage the tribesmen to launch attacks on what they might believe arc retreating forces.

There is no present prospect of reducing troops to the level of before the revolt. The garrison and winter conditions make it reasonable to suppose there will be no more trouble before the spring.
