Burglars Impose "Compulsory" Levies. TWO MEN, WOMAN ARRESTED. (Received 9.30 a.m.) LOS ANGELES, December 17. The policc have announced the arrest of Arthur Kent, an alleged Communist leader, his wife, and Tom Johnson, a C.1.0. official, charged with burglary. Property, valued at many thousands of dollars, taken from scores of Beverly Hills homes, was also seized. Kent declared that this represented "compulsory social taxation." A series of mysterious burglaries was traced to the trio when a victim jotted down their automobile number after hej had interrupted them rifling his liome.j
