WELLINGTON, this day.

Rielng at 3.12 a.m. to-day. Parliament beat the arrival of dawn by a. few minute*. At that hour it concluded a three-day discueelon on tho Finance Bill, which wa» passed, with Ministerial amendments only.

It was at nine o'clock lust night that tho Prime Minister, Mr. Savage, decided to speed up the debate ami, meinly with the object of making progrees, moved the closure, telling the Opposition that it had enjoyed a good moaeure of latitude. The closure wag adopted by 48 votes to 17, but further delay wan encountered when on clause 11, which Authorises the raising of a loan of £0,000,000 for public works.

Mr. H. M. Rushworth (Bay of IsUnds) moved an amendment which would have the effect of restricting the loan to the .Reserve Bank.

Mr. Naeh and other members of the Government strongly opposed the amendment, and for once found them--8«lv«s at a difference with their Independent supporter.

A point of order that the. amendment constituted an appropriation, and therefore could not be moved by a privutc member, was sustained by the Chnirm«i.ii of Committees, Chairman's Ruling Upheld. Mr. £. J. Howard's ruling was deputed by the Opposition, and Mr. Speaker was appealed to. This resulted In a lengthy technical debate on the Standing Orders, which «nded with the chairman's ruling being upheld.

The closure wet Applied on three occ*sions la the early hours of this morning, and more rapid progress wm made.
