FOOT AND MOUTH DISEASE. (Received 1 p.m.) LONDON, November 4. After the discovery of a ease of foot and mouth disease at Stow market sales, 400 cattle and 2000 pigs from all parts of Norfolk and Suffolk are being destroyed. A Berlin message reports that an epidemic of foot-and-mouth uis'.'?e in western Germany ha* impaired milk and butter production. Mos-t drastic measures have been adopted to the. k the outbreak. In some [daces even jiiiools are closed.
