TOP-HEAVY ORGANISATION.
As part of the defence organisation there are to be created a Navy Board, an Army Board and an Air Board. These no doubt are needed. Bat is there any need for a National Defence Council in addition t It is true that in Britain there has been appointed a Minister for the Co-ordination of Defence, but in Britain there is no Ministry of Defence, thouffh there is a Committee for Imperial Defence. But to compare the British defence services, and the variety and complexity of British defence problems, with New Zealand's defence services and problems is to compare a battleship with a dinghy. It may be that the size and composition of the National Defence Council are evidence of the Government's earnestness in the cause of defence, but will a council of ten be effectual f Has a council of ten ever been effectual? Mr. Savage should consider whether one strong Minister of Defence, relieved of all other duties, and, if necessary, given greater authority, could not do more than is likely to be done by the over-elaborate organisation now contemplated, and whether he would not be likely to do it more speedily and efficiently.
