Arrangements for First Soviet General Election. DECORATED BOOTHS. (Received 9.30 a.m.) MOSCOW, October 18. Luxurious arrangements have been made for the comfort of electors in connection with the voting at the general election on December 12. Waiting rooms in Moscow will contain decorative tables, artistic fittings, lamp-shades made of delicate silks, divans, chess boards and palms. The polling booths will be fitted with chairs and tables and curtains of rich shades will be arranged along carpeted corridors.
