REORGANISING EDUCATION.

In view of the fact that a reorganisation of New Zealand's educational .system is being considered by the Government, the procedure usually followed in America in State or city schools was suggested yesterday as being of interest by Professor F. W. Hart, Professor of Education at the University of California. '"We invite an impersonal, unbiased survey commission to make up a comprehensive studv of the position and to make recommendations as to the chants which should be made," he said. "In addition to the survey made by the commission it is rather common practice to have a large reviewing committee of citizens, educationists and school officials to sit in judgment on the recommendations made by the survey commission. This brings into the matter both the opinion of the impersonal expert and also the recommendations of the reviewing committee, the latter tempering the former in the light of local interests, needs and conditions. Such a counterbalance is a better way of arriving at an intelligent and practical solution than accepting either opinion by itself."
