Advent Hailed With Relief Throughout CountrySTABILISE NATIONAL AFFAIRS. TOKYO, June 6. The advent of Prince Konoye's Government is hailed with relief* throughout Japan as promising the general stabilisation of national affairs, and especially making possible a truce between the Army and the political parties. The re-entry to the Cabinet as Foreign Minister of Mr. Hirota is welcomed. He is regarded as one of its strongest pillars.

It is reported that Mr. Hirota believes the danger of a Russo-Japanese war has been halved and that an early settlement is possible. Japan also will seek a settlement with China, but will resist outside interference. The only factor of doubt is the reentry of Dr. Baba, whose forceful advocacy of a form of controlled economy is akin to State Socialism. Mr. Kaya is regarded as an able and independent Minister of Finance in co-opera-tion with Mr. \osliino, an experienced Minister of Commerce and Industry. The appointment of Mr. Otani as Minister of Overseas Affairs is likelv to redouble the vigour of the policy" of southward expansion. Mr. Otani some years ago was a pioneer proponent of southward expansion, particularly for the solution of the population problem.
