. PAPATOETOE BY-LAWS. f CHAIRMAN REPLIES TO CRITICS. "We cannot deny that our by-laws are really belonging to the crinoline stage." said Mr. W. A. Cairns, when the criticism of the Papatoetoe Town Board by-laws by Mr. Justice Callan during the hearing of a Supreme Court case last week was under discussion at the board's meeting on Tuesday. Mr. W. J. Nicholson, the chairman, paid that since the by-laws had been printed in 1920 they had been periodically brought up to date. With regard, to traffic regulations, he said that these had been superseded by the Motor \ chicles Amendment Act and did not now hold authority. Buildinjr, stock control and bicycle registration bv-laws were all up to date, he continued Mr. Nicholson suggested that in future all copies of the bv-laws issued should ho annotated before leaving the office. "If the copies in question" had been so treated, this criticism would not have arisen," he added. The board had refrained from incurring the cost f|t reprinting the set, us the Municipal Association had proposed draftinmodels for the use of all local bodies"
