(Received 2 p.m.) I LOXDOX, March 26. | "The Times" Delhi correspondent says 1 that political circles are pessimistic over the situation that has arisen through the All-India Congress leaders attempting ■ to obtain from the Governors of certain 1 provinces assurances that they would; not use their special powers to hinder; the party programme when Congress took office. ' | It is believed that in discussions with | the Governors the Congress demands were pitched so high that the Governors were unable to accept without automatically violating the new Constitution which, it should be remembered, Congress, according to a recent resolution, 1 aims at wrecking. ,
