LEAGUE PROPOSALS.
WORLD'S EAW MATERIALS. (Received 11 a.m.) • JKXKVA, March 3. The Secretariat, of the League of Nations has prepared for the Haw Materials Committee's consideration on March 8, a preliminary study of the problem embodying history of the <|iiestion since 1020, coupled with suggestions made during recent discussions. These include the following: —
(1) The transformation of colonies into mandated territories or their administration by an international authority.
(2) The adoption of the open-door principle in all colonies. (3) The abolition of obstacles to international trading.
(4) An international agreement under which all countries would be equally treated in all markets, or at least in ail colonial markets.
