REPORT TO MINISTERS. United Press Association.—Copyright' (Received 10 a.m.) LONDON, February 23. The Marquess of Hartington, Parliamentary Secretary for the Dominions Office, has submitted a comprehensive report on migration, as a result of his visit to New Zealand and Australia, to the British Ministers' Migration Board, of which he is chairman. It is unlikely, however, that any immediate migration schemes will commence owing to the demand for labour in connection with the rearmament programme.
